Noramae Montoya, 38, of Muskogee is charged with felony child neglect in Muskogee County District Court after police say they found her son playing on a busy street in 30-degree thick fog while she slept inside her house — again.
On December 22, police say they received calls of a young child playing in the street near the intersection of York and Jefferson streets around 8 a.m., when fog was very thick and the temperature was two degrees below freezing.
“Defendant has had contact with the police multiple times in reference to her child playing in the road unsupervised,” an affidavit filed with the case states. “Every time police made contact, the defendant was sleeping within the residence.”
Officers later learned that Montoya’s house had no water, while the child was on Christmas break from school. DHS was called and the child was supposed to go to his grandmother’s house for the remainder of the break.
